F1 visa rejected twice for MS in Aviation despite job offer and clear career progression

I’m facing a confusing situation with my F1 visa application and need some insight. I currently work for a major airline and was accepted into an MS in Aviation and Human Factors program. I have a clear letter of unpaid leave from my employer and a guaranteed Flight Safety role upon my return.

However, I have been rejected twice under section 214(b). I already hold an MBA in Aviation Management (earned via e-learning), and the officers seem stuck on two points: 1) Why I need another master’s degree (they view it as repetitive, though I explained the new program is technical/human performance focused vs. my management MBA), and 2) My wife and child are applying for F2 visas to accompany me.

I tried to explain the distinct career value of this MS for my promotion, but the interview was cut short both times. What exactly went wrong here? Is the e-learning MBA invalidating my student intent, or is the family application the dealbreaker?
