Dubai visa rejected due to blacklisting but my mother has never traveled before

Hi everyone, I am in a state of absolute panic right now. I planned a surprise trip for my mother to Dubai—her first-time international travel ever—and we are supposed to fly in exactly 14 days.

However, we just received her visa application status as “Rejected” with the reason listed as “Blacklisted”. This makes absolutely no sense because she has never left South Africa, never held a passport before this, and definitely has no criminal record. I’ve read about potential name mix-ups, but I don’t know how to prove this quickly.
